Please read the C3+3 User Policy carefully before you start to use any HPC resources. By using the HPC resources, or by clicking to accept or agree to the User Policy when this option is available to you, you accept and agree to be bound by and abide by the C3+3 INL-HPC User Policy. If you are agreeing to be bound by this User Policy, you must have the full legal authority to bind your employer or such entity to this Agreement. If you do not meet these requirements, you must not access or use C3+3 INL-HPC resources.
A user identifier (username) is required of all C3+3 INL-HPC users. Individuals are expected to use their home institution username/password for access to INL-HPC supercomputers including a multi-factor authentication step.
You are not permitted to share your accounts, passwords, PINs, or tokens with others. If you are found in violation of this, you will have your access to INL-HPC resources terminated.
You must immediately notify accounts@c3plus3.org if you become aware that any of the accounts used to access C3+3 INL-HPC resources have been compromised.
You must promptly inform accounts@c3plus3.org of any changes in contact information or affiliation.
C3+3 INL-HPC policy requires external users to renew their accounts annually. As part of the renewal process, you must provide project summaries describing your work that used the C3+3 INL-HPC resources. The account renewal request acts as your proposal to continue to access C3+3 INL-HPC resources. Failure to submit account renewal by the allotted timeframe will result in your account being disabled until required information is provided. Data associated with accounts that are disabled for a period of 180 days may be removed from the HPC systems with or without warning.
C3+3 INL-HPC resources are operated as research systems and should only be used to access and store data related to research. These research systems are categorized as moderate per FIPS-199 and will be protected to the NIST 800-171 security control baseline at a future date.
C3+3 INL-HPC resources control network and data access via username, password, and an additional factor for authentication, with multifactor authentication implemented by your home institution. Network access and data transfer systems are encrypted. HPC home directories are accessible by the directory owner only; system protections ensure that home directories cannot be shared. Data to be shared will be placed in a specifically created project directory. Project directories are accessible only by the directory owner and others designated in written communication with HPC staff.
HPC users are responsible for protecting data files and acknowledge and understand that INL-HPC security control implementation is sufficient for research data access and storage. Users recognize that files stored in temporary, or scratch, storage areas might not have the same level of data protection as files stored in home or project directories.
At this time, Confidential Unclassified Information (CUI) is not allowed on INL-HPC systems. When all requisite NIST 800-171 standards have been implemented, CUI may be allowed on a case by case basis.
Users wishing to store CUI on INL-HPC systems must first request approval for the project from the C3+3 system administrators who will evaluate the use case and ensure that the data are stored in an encrypted state. All projects involving CUI are also require written approval from the CISO (or equivalent) of the lead institution. In no case shall CUI be downloaded to a user's personal computing devices.
Projects approved to process CUI or other regulated data will have additional requirements defined in their specific System Security Plan, which may include controls on remote workstations.
HPC users must ensure that when using HPC resources that all software is acquired and used according to appropriate licensing. Possession, use, or transmission of illegally obtained software on HPC resources is prohibited. HPC users shall not copy, store or transfer copyrighted software or data using HPC resources, except as expressly permitted by the copyright owner.
THE USE OF C3+3 INL-HPC RESOURCES TO STORE, MANIPULATE, OR REMOTELY ACCESS CLASSIFIED INFORMATION IS EXPRESSLY PROHIBITED.
HPC administrators reserve the right to remove any data at any time and/or transfer data to other individuals (such as Principal Investigators working on a same or similar project) after a user account is deleted or a user no longer has a research use case for the INL-HPC supercomputers.
Although C3+3 system administrators take steps to ensure the integrity of stored data, we do not guarantee that data files are protected against destruction. INL-HPC supercomputers use standard enterprise data storage systems but data loss due to major system failures or catastrophic events may occur. HPC users are strongly encouraged to make backup copies of all critical data and important software. Data uploaded to INL-HPC supercomputers is not backed up.
HPC users may not deviate from the terms of this C3+3 INL-HPC User Policy in any way, including, but not limited to, the following prohibitions:
Unauthorized Access: HPC users are prohibited from attempting to send or receive messages or access information by unauthorized means, such as imitating another system, impersonating another user or other person, misusing legal user credentials (usernames, passwords, etc.), or causing some system component to function incorrectly. HPC users are not allowed to obscure or falsify their location using VPNs (other than those provided by their home institution), proxies, or other technologies.
Altering Authorized Access: HPC users are prohibited from changing or circumventing access controls to allow the user or others to perform actions outside authorized privileges.
Reconstruction of Information or Software: HPC users are prohibited from reconstructing or re-creating information or software outside authorized privileges.
Data Modification or Destruction: HPC users are prohibited from taking actions that intentionally modify or delete information or programs outside authorized privileges.
Malicious Software: HPC users are prohibited from introducing or using malicious software, including, but not limited to, computer viruses, Trojan horses, or worms.
Denial of Service Actions: HPC users are prohibited from using C3+3 INL-HPC resources to interfere with any service availability, either at the C3, or at other sites.
Pornography: HPC users are prohibited from using C3+3 INL-HPC resources to access, upload, download, store, transmit, create, or otherwise use sexually explicit or pornographic material.
Harassment: HPC users are prohibited from engaging in offensive or harassing actions toward another individual or organization.
Cryptocurrency: HPC users are prohibited from any cryptocurrency mining. Additionally, any cryptocurrency transaction support including clearing and validating is explicitly prohibited.
Restricted AI models: DeepSeek's Large Language Model (LLM) and related products, including downloadable 'open weights' AI models, are now strictly prohibited on all DOE-owned devices such as laptops, phones, tablets and any equipment purchased with DOE funds or connected to a DOE network, either directly or indirectly. This includes C3+3 INL-HPC Supercomputers.
HPC users have no explicit or implicit expectation of privacy. C3+3 system administrators retain the right to actively monitor all HPC resources, activities on INL-HPC systems and networks, and to access any file without prior knowledge or consent of users, senders, or recipients. HPC systems may retain copies of any network traffic, computer files, or messages indefinitely without user's prior knowledge or consent. C3+3 system administrators may, at their discretion, share information gathered through monitoring with participating Idaho Universities, other incident response organizations, and local, state, federal, and international law enforcement organizations.
C3+3 administrative personnel and HPC users are required to address, safeguard against, and report misuse, abuse and criminal activities. Misuse of C3+3 INL-HPC resources can lead to temporary or permanent disabling of accounts, administrative sanctions, and/or legal actions.
HPC users agree to cooperate in investigations authorized by HPC Administrators, or the active Computer Security Incident Response Team (CSIRT) defined within the System Security Plan.
HPC users have no guarantee or warranty that use of C3+3 INL-HPC will be free of viruses or other destructive code. C3+3 ADMINISTRATIVE PERSONNEL AND PARTICIPATING IDAHO UNIVERSITIES WILL NOT BE LIABLE FOR ANY LOSS OR DAMAGED CAUSED BY A DISTRIBUTED DENIAL-OF-SERVICE ATTACK, VIRUSES OR OTHER TECHNOLOGICALLY HARMFUL MATERIAL THAT MAY INFECT YOUR COMPUTER PROGRAMS, DATA OR OTHER PROPRIETARY MATERIAL DUE TO YOUR USE OF C3+3 INL-HPC.
YOUR USE OF C3+3 INL-HPC AND ANY SERVICES OR ITEMS OBTAINED THROUGH C3+3 INL-HPC IS AT YOUR OWN RISK. C3+3 INL-HPC, ITS CONTENT AND ANY SERVICES OR ITEMS ARE PROVIDED ON AN "AS IS" AND "AVAILABLE" BASIS, WITHOUT ANY WARRANTIES OF ANY KIND, EITHER EXPRESS OR IMPLIED. NEITHER C3+3 ADMINISTRATIVE PERSONNEL OR PARTICIPATING IDAHO UNIVERSITIES NOR ANY PERSON ASSOCIATED WITH THE FOREGOING MAKE ANY WARRANTY OR REPRESENTATION WITH RESPECT TO THE COMPLETENESS, SECURITY, RELIABILITY, QUALITY, ACCURACY OR AVAILBILITY OF C3+3 INL-HPC. WITHOUT LIMITING THE FOREGOING, NEITHER C3+3 ADMINISTRATIVE PERSONNEL OR PARTICIPATING IDAHO UNIVERSITIES OR ANY PERSON ASSOCIATED WITH THE FOREGOING REPRESENT OR WARRANT THAT C3+3 INL-HPC, ITS CONTENT, ITS DATA OR ANY SERVICES OR ITEMS OBTAINED THROUGH C3+3 INL-HPC WILL BE ACCURATE, RELIABLE, ERROR-FREE OR UNINTERRUPTED, THAT DEFECTS WILL BE CORRECTED, OR THAT THE SERVER THAT MAKES C3+3 INL-HPC AVAILABLE IS FREE OF VIRUSES OR OTHER HARMFUL COMPONENTS.
IN NO EVENT WILL C3+3 ADMINISTRATIVE PERSONNEL, PARTICIPATING IDAHO UNIVERSITIES, AFFILIATES THEREOF, SERVICE PROVIDERS, EMPLOYEES, AGENTS, OFFICERS OR DIRECTORS BE LIABLE FOR DAMAGES OF ANY KIND, UNDER ANY LEGAL THEORY, ARISING OUT OF OR IN CONNECTION WITH YOUR USE, OR INABILITY TO USE, C3+3 INL-HPC, ANY DATA ON C3+3 INL-HPC, OR ANY SERVICES OR ITEMS OBTAINED FROM C3+3 INL-HPC. THIS DISCLAIMER INCLUDES ANY DIRECT, INDIRECT, SPECIAL, INCIDENTAL, CONSEQUENTIAL OR PUNITIVE DAMAGES, INCLUDING BUT NOT LIMITED TO, DAMAGES FOR PERSONAL INJURY, PAIN AND SUFFERING, EMOTIONAL DISTRESS, LOSS OF REVENUE, LOSS OF PROFITS, LOSS OF BUSINESS OR ANTICIPATED SAVINGS, LOSS OF USE, LOSS OF GOOD WILL OR LOSS OF DATA WHETHER CAUSED BY TORT (INCLUDING NEGLIGENCE), BREACH OF CONTRACT OR OTHERWISE, EVEN IF FORESEEABLE.
You agree to defend, indemnify and hold harmless C3+3 administrative personnel, participating Idaho universities, affiliates thereof, licensors and service providers, and their respective officers, directors, employees, contractors, agents, licensors, suppliers, successors and assignees from and against any claims, liabilities, damages, judgments, awards, losses, costs, expenses or fees (including reasonable attorneys' fees) arising out of relating to your violation of the terms of this User Policy or your use of C3+3 INL-HPC, to the extent allowable by law.
All matters relating to C3+3 INL-HPC and the terms of this User Policy and any dispute or claim arising therefrom or related thereto shall be governed by and construed in accordance with the laws of the State of Idaho without giving effect to any choice or conflict of law.
Any legal suit, action or proceeding arising out of or related to the terms of this User Policy or your use of C3+3 INL-HPC shall be instituted exclusively in Latah County Court, in the State of Idaho, except that C3+3 system administrators and participating Idaho universities retain the right to bring any suit, action or proceeding against you for breach of the terms of this User Policy in any other relevant county. You waive any and all objections to exercise jurisdiction over you by such courts and to venue in such courts.
